Most Nigerian businesses that deal with the Federal Government eventually hit the same wall: a tender document asking for a BPP certificate that they do not have yet. For some, this is the first time they have heard of the Bureau of Public Procurement. For others, they have been meaning to register for months but kept pushing it back.
This article covers what the BPP certificate is, who needs it, and exactly what documents and information you need to get registered.
What Is the BPP Certificate?
The Bureau of Public Procurement, established under the Public Procurement Act 2007, is the Federal Government regulatory authority responsible for monitoring and overseeing public procurement in Nigeria. Its mandate covers ensuring transparency, efficiency, competition, and accountability across how government spends money on goods, services, and works.
The BPP certificate, more precisely called the Interim Registration Report or IRR, is what a company receives after successfully registering on the National Database of Federal Contractors, Consultants and Service Providers. This database is maintained at federalcontractors.bpp.gov.ng, and registration on it is what qualifies a company to bid for Federal Government contracts.
Think of it as your company’s official listing as an eligible government vendor. Without it, participating in Federal procurement processes is not possible. All federal government contracts above NGN 100 million require BPP No Objection certification, and suppliers must be registered on the National Database.
Who Needs to Register With BPP?
Contractors, Consultants and Service Providers doing business or intending to do business with the Federal Government of Nigeria are required to register with the BPP. This covers:
- Construction companies
- IT and technology service providers
- Consulting firms
- Suppliers of goods and equipment
- Professional service firms (legal, accounting, engineering)
- General contractors bidding on any Federal Ministry, Department, or Agency tender
Foreign companies can also register. No. Foreign CCSPs can register in the database. However, local companies register free of charge while foreign companies may face a verification fee.

BPP Certificate Registration Requirements
Core Company Documents
These are the baseline documents every applicant needs regardless of business type or size.
| Document | Details |
|---|---|
| CAC Certificate of Incorporation | Issued by the Corporate Affairs Commission. For business names, the Certificate of Registration applies instead |
| Company Registration Number | Provided during online registration to link the application to the CAC record |
| Tax Clearance Certificate (TCC) | Issued by the Federal Inland Revenue Service (FIRS). Must be current and valid |
| Tax Identification Number (TIN) | Required from FIRS at the point of online registration |
| NSITF Certificate | Nigeria Social Insurance Trust Fund compliance certificate confirming employee social insurance contributions |
| PENCOM Certificate | National Pension Commission compliance certificate. Exempt for companies with fewer than three employees |

Company Information Required
Beyond documents, the online portal collects detailed information about the company during the registration process.

| Company name and address | Must match CAC records exactly |
| Email address | A functional email where your temporary contractor ID and password will be sent |
| Year of incorporation | As registered with CAC |
| Contact person details | Name, position, and contact information of the designated representative |

| Completed jobs | Details of all jobs executed and fully completed in the last five years, from either the private or public sector |

Exemptions to Note
Not every company needs every document. Three key exemptions apply based on company size.
| Requirement | Exemption Condition |
|---|---|
| PENCOM certificate | Companies with fewer than three employees may be exempt |
| ITF certificate | Companies with fewer than five employees, or less than ₦50 million annual turnover, do not need this |
| Audited accounts | Requirements vary by business size and category |
If your company falls under any of these thresholds, confirm the exemption directly through the BPP portal or support line before assuming you are covered.
How the Registration Process Works
The registration is done entirely online through the BPP contractor database at federalcontractors.bpp.gov.ng. There is no offline submission option.
The process works as follows. Start by providing your CAC registration number, company type, TIN, company address, and contact information. Once these basic details are submitted, the system sends a temporary contractor ID and password to the email address you provided. Check your spam folder if it does not arrive in your inbox.
Log in with the temporary credentials and proceed to fill in the remaining sections: compliance documents, board of directors, business category, professional association, manufacturer representation (if applicable), financial details, personnel information, completed jobs, and equipment. Once all sections are complete, submit the application. The Interim Registration Report, which serves as the certificate, can only be printed after successful completion.
The status of the application will be conveyed to the CCSP in the system and through contact emails submitted during registration. A notification will be sent through the contact email with the BPP Contractor identification number and the Classification tiers for the categories selected.
How Much Does BPP Registration Cost?
The cost for BPP registration is free. This applies to local Nigerian companies registering for the first time. No payment should be made to anyone for the registration itself. If you engage a consultant to assist with document preparation and submission, that consultant’s professional fee is a separate matter and typically ranges from ₦20,000 to ₦80,000 depending on the firm.
Registration with BPP takes an average of 5 working days.
Annual Renewal Requirement
The BPP certificate does not expire in the way a time-limited licence would, but it is not a one-time registration either. Registered companies on the database seeking renewal are required to renew their registration starting from the first month of the new year by submitting updated information on company performance in the preceding year.
Missing annual renewal flags the account as dormant. A dormant status can affect eligibility when tendering, so setting a reminder to renew at the start of each year is worth doing.
What You Get After Registration
Once BPP registration is complete and the application is approved, the company:
| Outcome | What It Means |
|---|---|
| Listed on the BPP National Database | Your company appears in the official register of eligible Federal Government vendors |
| Assigned a BPP Contractor ID | A unique identifier for the company on the national database |
| Classified by category and tier | The system categorises your company by the type of goods, works, or services it offers |
| Issued an Interim Registration Report | The printed document that serves as the BPP certificate for tender submissions |
| Eligible to bid for Federal contracts | Your company can participate in procurement processes across Federal MDAs |
Frequently Asked Questions
Is BPP registration the same as pre-qualification for a specific contract?
No. BPP registration places your company on the national database as an eligible vendor. Pre-qualification for a specific contract is a separate process that happens at the procuring entity level, usually a Federal Ministry or Agency, and has its own requirements tied to that particular tender.
Can a company with no prior government contracts register with BPP?
Yes. There is no requirement that a company must have completed government contracts before registering. The database asks for completed jobs from both the private and public sectors over the last five years, so private sector experience qualifies.
What happens if a company provides false information during registration?
It is possible for the Bureau under the provisions of Section 58 of the Public Procurement Act, 2007 to impose sanctions on CCSPs who have breached the provisions of the law including giving false declarations of company details. Such sanctions could include revocation of Company Registration and debarment from public procurement.
How long after registering can a company update its details?
Any changes in company particulars after submitting initial particulars can only be updated after a minimum period of 60 days from the initial date of data submission. Plan ahead if your company details are about to change.
Do NGOs and non-profits need to register with BPP?
If an NGO or non-profit intends to receive Federal Government funding or execute Federal contracts, registration is applicable. Some compliance requirements like the Tax Clearance Certificate may not apply to NGOs depending on their status, but the core registration process is the same.
Where is BPP’s head office?
The Bureau of Public Procurement is located at Plot 256, Zone AO, Off Herbert Macaulay Way, Behind Unity Bank, Central Business District, FCT, Abuja. Support for the contractor database can be reached at ccspsupport@bpp.gov.ng or through the numbers published on the BPP website.
Conclusion: Get Your Documents Right Before You Start
BPP registration is free and done entirely online. The process itself is not the hard part. What slows most companies down is arriving at the portal without the NSITF, ITF, PENCOM, or Tax Clearance documents already in hand, then having to spend weeks getting those sorted before they can even begin the BPP submission.
The right preparation order is straightforward: CAC documents first, then FIRS TIN and tax clearance, then NSITF and PENCOM, then ITF if applicable. Once all of those are in place, the BPP registration itself moves quickly and the Interim Registration Report is ready within a few working days.
